China, the United States, and AI: Not Quite "a Race"

On Wednesday, September 23rd, from 12-1 PM EST, veteran national security journalist Thom Shanker sat down with China-tech expert Jim Lewis to challenge the dominant framing of U.S.-China AI competition. Shanker interviewed Jim Lewis, Senior Adviser at CSIS and a longtime architect of U.S. technology policy on cybersecurity, encryption, and high-tech exports to China, who argued that calling this unique relationship a “race” (with a clear finish line and winner) is a misleading label likely to produce bad policy. Instead, Lewis framed it as an open-ended competition that will shape investment and ebb and flow for decades. The conversation explored where the U.S. and China each hold advantages, what smart investment and policy look like from here, and which country’s AI model the rest of the world is choosing to adopt.
